They've said that they will increase the GC ranks when there's a reason for it. As it stands it's just a leftover system from 1.0 and they don't seem to know what to do with it.

'When there's a reason for it' - We've not been acting through the GC recently, we've been acting as WoL/Scions. We'll probably see the story shift to GC/Ala Mihgo/Empire story the remainder of 3.0, which will see us able to promote.

You can switch GCs. The only requirement is 50k gil and that you haven't already done so recently.

The problem is that they want to take GC ranks in a new direction instead of just "pay me seals and do a dungeon." They mentioned possibly having a whole interactive system and want to tie it to advanced ranks.
