    Oh, one possible reason why you might miss it is that the Steps of Thal has a staircase and two different levels. It's considered a single region because you can walk between the floors without a zone boundary, but the map does change as you go up or down stairs, showing either the lower level of the region or the upper level. When you enter the Steps of Thal from the Steps of Nald, you'll be on the lower level and see the lower level portion of the map, but Bartholemew is on the upper level. I think you may need to go upstairs where he is before you'll see the quest icon.

    (When you first finished The Gridanian Envoy, it should have left off right in front of him, so if you picked up the next quest right away, this wouldn't have been an issue. However, if you're going back later trying to find where the quest icon is, it could be confusing. Usually, as soon as you enter a region, the map shows the entire region, but in the case of the Steps of Thal it doesn't, due to the two floors there.)
