I would say The Spear since it doesn't work on abilities already on CD and too a less degree Ewer and Spire if you are doing content where you don't really need refilling. I draw those three cards and think of them as RR fodder.
Nope spear is pretty good for a bard or mech even if you miss the higher cd abilities or buffs they have many little off gcd ones that the spear can reduce. Though I would not pick using it on one if you are planing to go for an extended buff card on someone.

To be honest? Pretty much all of them at this point, since you can never reliably tune a raid strategy around them because of the sub-17% Draw chance. I've wanted a 2-3 minute guaranteed card draw ability for some time now, but the devs seem to think that potency and duration extensions are the way to go instead.
I think it's pretty much universally agreed that Spear, as well as Ewer and Spire for a variety of fights with extended down periods for resource regen, are a little lacking in function compared to Balance and Arrow. Bole is "useful", in the sense that aside from firing it during HG/Holm/LD the effect is never "wasted", but I've also never recalled a time where I've felt like it was vital to a run. It could have great application in a fight where I could guarantee I'd have it for a tank buster or minor AOE mitigation, but for now I just throw it on the tank or RR it if it's between pulls or it's s 24-man and my party tank isn't tanking anything.
