The same people who save spear to reduce cooldown LA probably! (don't get it).I don't understand the buff to LA. Where has the request for this buff come from exactly? And like others I've never seen C.O as worth saving to extend LA.
And the reduced aggro i don't really understand either.
In my opinion there were more important things to adjust.That is just my 2 cents anyway.

not bad not bad, simple yet effective without really changing anything or making it an op buff set; this is what i like to see
reduced emnity along with stronger mp regen just give me more excuse to throw up all my HoTs and then grav spam till the cows come home

I feel like they made that adjustment to LA for enmity reasons (higher up time for quelling effect).
If that's the case I hope they adjust the potency value of LA to have a similar MP restoration value as the previous 15s version. I don't feel ASTs had much MP issues to begin with and this level of MP restoration feels a bit much.

It definitely helps alleviate issues for the most MP-starved healer, but it hardly tips the scales. You still have Assize and Freecure. No need to feel threatened.
If you don't understand the enmity changes, you probably never did Savage as (or with) an AST.
A while back AST had the potency of their heals buffed to match WHMs, meaning their aggro gen (via heals) also went up. However, WHM has an aggro dump (Shroud) whilst AST doesn't (LA's version isn't the same), so that needed to be addressed. A Quelling Strikes-type ability encoded into their Sects is a nice way to address it without the risk of making AST more of a WHM clone.
How is the MP restoration too much? Jesus.

The enmity change is welcome.
It depend also if you are over healing or not and if you are using correctly your Aether at the right time. So you can have tanks pushing limits of their damage and get no problem. In contrast, some tanks staying in their respective tank stance and lose agro.This would vary from tank to tank. Tanks pushing the limits of their damage output would try and stay out of their tank stance as much as possible. As long they're always on the top of the enmity list, they can afford staying out of tank stance and thus contribute more damage. In contrast, tanks staying in their respective tank stance would build up a greater enmity ceiling, but contribute less damage.
