If a healer not dpsing is going to slow down the group that much then there is more wrong with the group as a whole then the just the healer not dpsing.
I think thats looking at a glass for being half empty...
A Healer that DPSs speeds the group progress.
A Healer that doesn't DPS doesn't speed, neither slow downs the group progress.
A Healer that fails to heal and causes either a wipe or partial wipe slows down the group progress.
Relative to DPSing, it slows down the run. Relative to not DPSing, DPS speeds up the run. It has nothing to do with pessimism and optimism, it has to do with relative to the topic. Well, yea, I can't deny that.
Theeeeen I have to read from a bit behind...Relative to DPSing, it slows down the run. Relative to not DPSing, DPS speeds up the run. This has nothing to do with your statement. You said, that if a run is going slower by a healer not DPSing (relative to a healer DPSing) there is something wrong. That makes 0 sense, of course a healer DPSing will speed things up.
A healer can comfortably contribute to 15% of the damage of a run (often more, sometimes less, it all relates to the skill of the healer, class of the healer and skill/class of the others present). In this sense, do you find that 15% is insignificant in other aspects of your life? Such as, someone driving 15% slower than the speed limit on the highway? Perhaps a flight that took 15% longer to reach its destination. Maybe a 15% increase on your pay cheque? IMO these are all pretty significant, 15% is nothing to scoff at.
If you do want to get into a conversation about skill, well, I don't really care. I am going to play healer, so I won't be queued with you healing and not DPSing. If you choose to aspire for mediocrity then that is your business.

How does that apply to the point she made, aside from coming close to the "Tic Tac Toe" img?
Most likely because the notes have been discussed, and not its back to watching paint dry until tuesday when the content actually drops. Also, conversations evolve, and at this point in the patch cycle, they mostly evolve into performance arguments.
