I personally think this has a lot to do with it. The list of things that can go wrong when reformatting a computer is extremely long. Did you previously 32-bit before upgrading to 64-bit? Was the previous operating system 7 or XP (or something else).

If you went from 32-bit to 64-bit the most likely cause is because 64-bit uses substantially more resources to do things. The main speed advantage is that 64-bit can utilize over 4GB of RAM, however, you actually need that much more RAM to run equivalently. I'm not 100% on these numbers but I believe you need at least 6-8GB of RAM on a 64 to run as fast as you would with 4GB on 32-bit. 64-bit can use anywhere from 8GB to 192GB though, so the room for growth is large.
