In my experience the most toxic people I have come across are non parser users, PF kill/farm groups for content. Each group I made usually had one person with a parser present, I would ask for my dps after each run (i play PS4).
When shit hits the fan and we are not clearing, the loudest mouth in the group would typically be the lowest scoring member. There is only one instance where I actually had a parser user "harass" a member, it was during a T9 kill group which was filled with 6/8 friends and 2 pugs. The parser user was amazed how our brd was only achieving 180dps.. and after the run first telled me to say this person is dragging you down and also spent time trying to help the brd with his rotation. The BRD in question just sat there in FC chat calling this guy an ass for suggesting how to play a job he knows well.
I myself of been on the receiving end of non-parser user's DPS harassment (ikr this is actually a thing), cast your mind back to Alex NM and the wonderful job MCH. MCH as you may know was seen as useless with no dps, regularly you would see PF groups with MCH excluded from joining. Parser AND non-parser users all took part in this, some of this was completely valid as some MCH's were god damn awful but let's not forget it was a new job so optimum rotations etc weren't fully known. I would regularly receive abuse for just being this job and in several instances I was instantly kicked before we even started...............
When i actually managed to get into a group, if heaven forbid we failed the dps check guess who got the blame? MCH IS CRAP JOB THEREFORE ITS HIS FAULT! KICK HIM, thankfully on most situation's a parser user came to the rescue by posting dps.
In every instance I had I was either number 1 or 2 dps, meanwhile the person hurling the abuse? Doing less than level 50 dps...
I posed this question in many of the parser thread's yet have never received an answer to it, it was even highlighted many time by fellow poster's but once again completely ignored by the anti-parser crowd.
"Did you partake in the MCH exclusion, if so why?"

Pro Parser, but loved your post and didn't want your question to go unanswered!
I personally did not take place in the MCH exlcusion. I think the reason is because, as a person who sees DPS numbers frequently, it's quite clear that even if 1 job is severely under-powered it's more important who is playing that job. Way too often you'll see, just as you said, a MCH be top DPS while the MNKs and BLMs will be pulling some ridiculously low numbers. I've been in parties where the top DPS is a DRK, or even a PLD. So, no, don't judge the job, judge the player.
I want to clarify on that last note. I said "judge the player". In that sense, I don't mean harass a player who performs poorly - I feel this is an important distinction to make. I mean either a) help them by providing rotation advice, or b) kick/abandon. If you are doing an extreme primal with a very solid DPS check (i.e. Bismark EX at launch), then you're just wasting your time wiping with people pulling sub 500 DPS. I don't mean to suggest that one abandon's an expert roulette simply because the DPS suck. **In no way do I promote harassment**

The issue is that a lot of people tend to conflate exclusion from groups as harassment in and of itself.

If it is like an expert roulette, I agree. If someone is pulling 40% less DPS than is required as a bare minimum to clear [edit] endgame primals/raids, then everyone's time is wasted. Can kick, but mostly people just abandon. That isn't harassment.
To clarify, if that is harassment, then the people holding the team back are griefers.

1. I agree with pretty much everything you've typed.
2. To answer your question, No, I have yet to exclude any class on this game and most likely never will. If someone knows how to play there class that is all I need.
