Why is so hard for newbies to learn how to raid?

It's typically both ways. There's more incidents than I'd like to admit in both DF and PF where a party member or two blatantly disregard descriptions (such as joining farm parties when you're incapable of doing so) or refuse to step up for set expectations (whether it be commitment to a learning party, or individual performance).

Oh, I am certainly not denying that. People who refuse to accept criticism or attempt to sneak into groups they are in no way properly suited for, deserve to be reprimanded in the same manner. My point was merely to reference the reason why JP servers overwhelmingly dominate Savage clears because they are willing to help newer players. I have little doubt they have people who don't respect mechanics or refuse to adapt their "player style," but those people are likely kicked out because of it. You can't help everyone nor do I think every raider should jump into learning parties. It's just the general mindset in the particular post I quoted: "You weren't playing when this came out? Oh well, you won't get to do it now" that irked me.
