I think all the requirements are fine, except for the commendations. 300 is way too less. It should be 1000 or at least 500.

Having to play all roles to 60 is ok. You don't have to know all roles in order to teach a new dragoon how to dragoon but you'll know more if you have experienced the point of view of the other roles.
