    So, if primals are what their worshipers envision them to be...

    Why don't the Ixal envision Garuda as sane, rather than insane?
    Was something done to her aether that permanently twisted her?

    I'm not sure if we ever got a conclusive answer for that but I do remember one theory saying that, since the Garuda in the Ixal legends became bloodthirsty after eating the flesh of the Lord of Snakes (or...something like that?), in their minds, Garuda is insane because of that and the Ixali don't realize they COULD make more noble and calmer, they're simply trying to summon their Goddess.

    Or you could choose the other option, that Garuda is like that because she's aspected to Wind, so she's flighty and capricious. After all, she COULD be as calm as a summer breeze or as wild as a tornado, and the Ixal summoned her because they wanted her to destroy the Garleans and Gridanians, so she ended with a destructive nature. Or...something.

    I think this is the most accurate. The Ixal don't even know that they can alter her by the way they envision her as we just recently learned it. We're also not really on the type of terms with the Ixal where we could show up, sit down and teach a nice Summoning Sane Primals 101 class.

    The only thing I can now think of after this statement is a lalafell with an afro in front of a bunch of Ixal telling them to paint some happy little Garuda's...just some happy little Garuda's right there...no mistakes, just happy accidents.

    I think the simplest explanation is the correct one: they can't summon a sane Garuda, because they simply can't envision her that way. Their prayers are to Garuda, so they take the form of the Garuda they have always known. And then once tempering happens, well...

    Now, if there was a sect with an oral tradition of a sane, stalwart Lady of the Vortex, would that Garuda be sane and stalwart as well? And what would happen if that version encountered followers of the insane version? Would they be able to summon their version as well, or would they only empower the current summoned form in spite of its differences?

    I think I'm getting closer to a way to justify FC summoning...

    Ramuh would be the closest thing to a sane primal.

    I think it has to do with why they are summoning her, the intention. Sephirot became a powerful being because he was summoned with the explicit intention of stopping the Allagans, a powerful empire.

    Summoning a primal to fight a nation for you seems to play a lot into their aggressiveness. Remember, they need people to believe in them, and it costs energy to merely force the matter. Doing what they summon the prinmal can also create faith, for it will cause the subjects to believe in them. Ixal and Amaljaa summon Ifrit and Garuda with the specific purpose of aiding their fight against Gridania and Uldah. On the other hand, the tempered Slyphs summon Ramuh to protect what they have from threats from outside their land, which is not the same as "fight Gridania" or "fight Garlemeld".
