I'm wondering why I can't buy it directly from SE or through the PS Store on the PS4.

I couldn't tell you, honestly, I upgraded from ps3 to ps4 as well, and then got a physical CE for heavensward, and the psn shows me able to buy digital just fine, as for SE, it's not the first time they've made absolutely no sense with their shop
