How often do they shaft EU people into low pop servers?

I selected my friends server (ragnaros) when i created a character, spent about 15 minutes, and when i hit create the server was closed.

Do this normally last long or can i keep my hopes up that it will reopen anytime soon? Kinda pissed me off when i was literally 2 minutes away from creating a character.

(My friend told me that there was rarely any queuetime on that server anyway)

If the server's creation restriction was open when you started creating your character and then closed when you finished making it, then all I could say is either make the character faster or make a character in the benchmark and then save appearance data from it.

If the restriction was still closed before you even started, then you can either wait, play on another server, or make a character on another server and then pay to transfer your character over to Ragnarok after the character has existed for three days, I'm not sure how much it'd cost for you since currency differences but for me it would be 18 USD

The character creation restrictions are based on the amount of players currently logged into the server, therefore they can change every few minutes. For a high population servers it is best to try create a character during off-play times such as early morning or right before and after maintenance. How frequently existing players have to queue is not the best judge of how busy the server is since the character creation restrictions are one of the ways that they use to keep queue times down for high pop servers. A queue for existing characters is the last thing to go into effect to keep server stability.

Try creating character early in the morning, most of the servers open then.
