There has been no primary stat (VIT/STR/DEX/INT/MND) for DoL/DoH since ARR came out.

Each slot has a different cap on each stat, based on ilvl. There are groups with the same caps at the same ilvl:
  1. Mainhand
  2. Offhand
  3. Body
  4. Head/Hands/Belt/Legs/Feet
  5. Neck/Ear/Wrist
  6. Ring
