Customizing Hotbars on the PS4

Hey, I'm somewhat new to the game, and I'm just looking for a way to up my game. Truth is that I normally stick to playing with the cross hot bar on my PS4, but I want to try putting up the Side and Horizontal ones up too so I can keep a better eye out for global cool downs. The only thing is that I can't seem to figure out how to do so, for instance when I scroll over to an action (Say "Venomous Bite"), press square to add to hotbar, I'm only able to highlight the cross hot bar, despite activating Hot bars 7, 8, 9 &10 (vertical). If someone can guide me through that would be amazing

L1 + R3 turns on the mouse so that you can drag and drop

Just plug a mouse into the ps4. The game automatically recognises it. I use a wireless mouse and keyboard myself.

This. Though to expand slightly. Hold l2 to click the action you want and drag with the stick then release l2 over the slot you want it.

To take actions off hold l2 and just drag then anywhere on screen that isn't near a hot bar.
