You must first complete the side quest "Edelweiss, Edelweiss" given by J'nasshym
Limsa Lominsa Lower Decks -The Octant (9-11). This quest has you make a delivery to the guard outside the Dutiful sisters. Afterwards you will be able to accept the rogue quest from the same man you made the delivery to.
