Tonberry would be much better because not only is it always busy, but half the population speaks English.

But if OP plays GMT times, even a full JP server isn't going to be that busy at those times. 7pm GMT is like 4 in the morning in Japan, nowhere is going to be busy then.

An EU server would be better in that case, but then what about lag? I suppose it depends which is more important...
