You first have to do the quest to learn how to dye items
It's located in the bay close to Camp Horizon in Thanalan. If I remember right, it's for level 15.
The quest will explain how to use dyes too (basically, you click on the item you want to dye and pick the "dye" option, but it's only available after you did the quest).
As well, you cannot dye all items sadly >.<
You need to check on the high-right corner to see a black spot, which means it's dyable, or check into it's description.
Most normal gear as well as pink gear is, though^^
Until you hit endgame, pretty much only the dungeon drops with green background are undyeable, so don't worry too much about it yet.
Also once you unlock the ability to dye gear you cannot dye weapons and shields sadly, only armour and clothing. If a piece of equipment is dyeable it will have a little circle in the top right corner of it's icon in the equipment screen (the default with no dye is the circle is clear, if it's been dyed the circle will display the colour of the dye it's been dyed with - simple really!).
Incidentally, the quest to unlock it is gained at level 15 from a roegadyn lady sitting on a bench next to the statue of Lolorito in Vesper Bay (you should be able to find her easily - she's the one in theloudbrightly coloured clothing!). You will need an orange juice though which you can easily buy from a vendor in the Sapphire Avenue Exchange in Ul'dah for the cheap price of 7 gil. Give her the juice and you will be able to then dye gear.![]()

I'm looking at the map of Horizon's Edge in Western Thanalan, and see an untitled lake south of the Horizon settlement and west of the Central Thanalan entrance. Would that be Vesper Bay?

Vesper bay is past horizon going away from Ul'dah. Not in game right now so i cant get the coords, but I'll try to google them. If the Nedrick Ironheart coords I found are correct, it's 12-14.

Specifically, Vesper Bay is due west from Horizon, head down the ramp out of the western most gate at Horizon to a lower lagoon like area filled with ruins and rocks with a road running across it. Follow this path pretty much west to another tunnel and you should find yourself at Vesper Bay with not too much trouble - you'll know you're in the right place when you see the big bronze statue of a lalafell pointing (Lolorito), the npc you need is nearby.![]()
Just beware that there are aggressive enemies in the lagoon between Horizon and Vesper Bay, but you should be able to outrun them (or better yet, grab a Chocoporter to take you there from Horizon).![]()

Yes Enkidoh, I see it now on the map, it's a settement. It's even exclamation pointed for the quest entitled "Lvl 15-Color your world." I didn't scroll the map far enough to the west to notice it. The Devs were smart enough to create a separate quest after the dye is purchased for the 1st time by an adventurer! Do wonders never cease!![]()
