One of the reasons we had some trouble with the original launch of FFXIV was because we went through Crystal Tools and it was an engine that wasn’t really optimized for an MMO and so we’re currently working with technologists that are working on Luminous to make us a custom, optimal engine that will work for FFXIV.

It's coming for sure. And I guess I could believe Leviathan is somehow related to this topic as well.
They're just waiting a bit so it's not like; "One of the first big bosses to appear in FFXIV threatens Eorzea's population with Quake." When there is some more diversity out there in terms of Primals and a bit of time has passed it'll feel more natural to add it.
