It's primarily geared towards Balmung since that is where the bulk of role-players reside but there's people who play on Gilgamesh and elsewhere who may be able to answer your queries directly.
That's the sewer I was talking about. A lot of drama comes out of that place and the egos that run it. The "No Mods Land" is an exercise of a prom for people running for Drama Queen.
As for getting on Balmung there is a semi-daily window @ around 3am to 5am Eastern.
Most of the RPC drama originates on just about everywhere else first. Reddit, Tumblr, and in-game. Sure, some of the threads get heated, but that happens when the site needs to cater to people of varying lore interpretations and varying levels of immersion.
The site is honestly best seen not as some homogenous community (because it really is not) and more of a resource and gathering place. Use it to find a community, not to say the entire site is a single collectivce community.
RE: That opt-in only board that requires people to opt in and is hidden by default, you enter, you're on your own. It's stated in the board-specific rules. Having it means that the sizable group of users who couldn't handle moderated sections have a place to go. Someone can be a great RPer while simultaneously lacking the social ability to follow some simple rules. As the RPC might as well be a public park, the only people not allowed on it are the ones doing something illegal.

Another Edit (this time for additional content).
Balmung hasn't had an open server window since 3.0 dropped. character creation is basically limited to the 5 minutes after the server comes up from a crash or maintenance. People looking to get into Balmung are best off transferring in.

Hi... I always roleplay when playing a mmorpg (Being myself, boring and quiet; doesn't fit at all my sense of enjoying the game.)
I created a small community of RP and a LS in zodiark... But now that I transfered to Odin... I'm a bit lonely there, again... It's a bit troublesome having to explain in off-character to some people that I'm a roleplayer ( My chracter is a really troublesome bratty lala, so people is confused when having their first meeting with her xDD )

I noticed that you are on Behemoth? Before transferring, may I suggest checking out a linkshell? There is a player on the RPC that has mentioned RP on Behemoth. See if you can contact Zachary Volfire? He's mentioned this linkshell, Behemoth Roleplayers which I found on the lodestone http://na.finalfantasyxiv.com/lodest...5048183481811/
It has 100 or so members. Ask him if you can get into any contacts, FCs. See if you like the RP on Behemoth.
If not, as mentioned before Siren has that website. I believe it's one of the few Worlds left on NA worlds that do not have a constant lock on character creation. Balmung is essentially get lucky or pay (transfer); even after-maintenance windows are less than three minutes. Gilgamesh I have heard to be the same. Edit: Roleplayers are dramatic by definition but Balmung is no worse off for drama than any other server. You will always find someone upset because the 'grass is greener' aka they feel that so and so is getting better roleplay than another. Surround yourself in drama and you get it.
The reason why you might hear about drama being prolific is because of the sheer amount of people Balmung has. The larger the quantity, the more chances you will see someone complain. Humans, by nature, will not get along with everyone. You will have differing opinions on how something should be handled (combat RP or how to develop friendships). For example, some people see combat RP as give and take while others want to win! Say your journey into a tomb discovers that there is now an underground vault that contains something incredible in terms of knowledge. Some roleplayers want to -be in that vault already- and others will want to -journey through potential traps etc- to it. For the most part on Balmung, you can openly roleplay without grief. PVErs and raiders don't actually care about whether you roleplay or not. If you play the game with them they just expect you to carry your weight. We've had GMs observe RP events and they generally take harassment reports well. Given how large the community is, your mileage may very.
