    Wrong. Alexander appeared right after the credits in the ending of 3.0 main scenario. Even before it got implented. Only before you finish the quest "Into the sky" the lake is empty.

    You can see the cutscene in the Unending Journey. It even pans to focus on the white structure before Aether coalesces and transforms it into Alexanders head, before Alex raises and slams his arm down onto the shore.

    As for being dormant, it is mentioned in the Alexander story that Alexander was originally a Sharlayan project to create a mobile castle for intellectuals. An unknown party previously activated him about 3 years in the past but he was quickly shut down, and the Illuminati reactivated him for themselves after you beat the KotR.
