this is not true. what's most likely to happen is Ishgard will have it's own ward like the others but part of it is going to be a large apartment complex. like how Goblet has that big building with the waterfall, Ishgard will probably have something similar but people can actually live in it, instead of it being pure decoration.
actual plots being around it is very likely, since they are working on the ability for existing housing owners to move and that's being designed in conjunction with Ishgard housing. they wouldn't need that if you can't move a house to Ishgard.
While the wording in the Live Letter might be wrong, what they stated was that more wards are being added, and Ishgard will be getting apartments.
