Recasts 10 seconds earlier than normal

The bug I'm getting is as follows:

Say I use the Ability "Light Stab" the recast is 30 seconds. But the recast on my action bar counts down from 20 seconds, once it says it's able to be used (after 20 seconds) I try to click on it, and it says "You cannot use Light Stab yet" after waiting an additional 10 seconds (what the recast should be) then I can use it like normal.

This is happening on every single one of my abilities, including ones where the recast is 10 seconds or less, in that, there is no recast for those abilities at all (well, as it seems on my action bar, of course, I cannot use the abilities in quick succession)

Any ideas on how to fix this, or why it happened. Only started happening as I logged in today.

EDIT: There are actually 2 skills that this doesn't occur for, Protect and Shell. Everything else however, is as described

Same here, i have the same problem. It is a bit annoying because the icon pops on my screen and i keep hitting it without knowing when it's actually going to work.
