" STR will scale but not as much" this isn't exactly confirmed.
"as a result the effect of strength on physical attack potency will be reduced." could mean reduced to 0. The wording's odd but could mean they're not sure exactly how much they're going to reduce it right now and that 0 is an option.
It will either be (with 100 as a baseline) VIT = 100 & STR = 0 or VIT = 100 & STR = 150. The first would encourage using VIT entirely, the second would mean that you can still make trade offs for DPS increases but they won't be as large as they are currently. VIT = STR could be possible but it'd be... weird...
Scenario two would be impossible(unless LoL SE) since STR still persists on Left side gear(unless they intend to remove STR from all Tank gear to date and beyond) and they did say that STR will be reduceeeddddddddd. Most likely it will be Vit = 100/Str = 0 or Vit = 70/ Str = 30(This being an indirect overall nerf to tank damage assuming accessory main stat scaling is the same).
VIT = 70/STR = 30 seems kinda pointless, but I see your point about the left side gear. A shame they have to account for that.
VIT = STR would also still make it so tanks would be pressured into having melded accessories. I150 str+vit ends up in 60 prime stat which considering i210 is either 47 str or 49 vit, making VIT = STR would make those accessories pretty much required. That is the simplest solution. Remove STR from tank gear, make it like NIN and DEX. If their solution ends up more complex than this without ending up effectively any different I'm just gonna shake my head.

Hehe, you understand half of Dervys frustration.
If they make it so AP = STR/A + VIT/B, people will be very angry in 3.2 and the relative value of Secondaries will absolutely blow up.
If they eliminate Strength completely from leftside gear and AP = VIT, then treat Strength as a multiplicative value like Determination, then not a lot changes.
The problem is that SquareEnix is most likely to pick option #1... Oh 3.2 is going to be a very interesting patch.

I can't even imagine how they would do it without it being a balancing nightmare other than removing str from left side. Even adjusting the damage formulas with basically primary (vit), secondary(str) and triary(the rest) would be rough.
We won't know until 3.2 which is gonna be the annoying part but for the most part we have 5 weeks left so you can do another 5 A1s-As4 to get VIT gear or upgrades that you need, I kinda wish they double dipped with STR instead of increasing dmg. Str should of been block str/ parry rate so our defenses from parry wouldn't be as bad as it is, but we'll just wait n see.Yeah forgot all about that too. So much str left side to account for.
