    Basically you unlock it per zone, the quest start somewhere at 51/52 or so...

    To be more specific you must be at least 50 and complete the entire 2.X story line all the way up to patch 2.55. After doing so you will receive a quest to unlock ishgard. (Heavensward area included in the expansion) several main story quests later you will receive your first flying mount. Then you will need to collect wind currents in each zone.
