Why would anyone want SE to devote so much time to making such a substantial event for a once-a-year holiday that is hardly celebrated appropriately any more, when their game which has taken so many resources is still a year off from being where it should be?
Anyone griping about the event being "childish" or "lacking" needs to set their freakin' priorities straight.

I am getting many "The basket is empty." message. My bro said maybe it's because the basket has limited number of cookies and other people grabbed them all before me. But later on when I was like the 3rd person there, and not many people were around at all, I still got empty basket every once in a while. So I and my LS friends are speculating that maybe if the person who answered the riddle didn't answer it correctly, the basket will have no cookies.
Can anyone confirm or deny this?
I've never been quick enough to get the riddle from the Imp.
This Halloween event isn't so bad. I like the pumkin masks, they look a lot more vivid and sinister than in FFXI. Would be cool if you could transform into a "monster" next year though, but seeing how early and undeveloped the game is this is something that the devs can do when they are less occupied.
What has worked for me this far is to just wait at one of the guilds, there's always one or two that pops there each five minutes during the night. You could make 6-20 cookies each round if you are as lucky as I have been.
