How to move through different Acion Bars during Battle?

1. How do you normally move though your action bars when locked on to an enemy? I can sift through them in order by pressing the down arrow when I'm targeting myself, but nothing when I'm locked-on to an enemy.

What are you talking about? Arrow keys switch bars when the action bar is active, and it is always active when you are locked-on to an enemy.
