1 - That's way over exaggerating. it did scale pretty well with low rank differences
2 - The dated gear have weaker stats overall, that's why they're useless.

Oh wait. No.

There's no low level gear at this point mostly because there's few low level players and few low level crafters.Also, by properly scaling up the stats (here I am, again having to emphasize this), people won't buy high level gear for low level classes.

Also, the lack of understanding of the system is due to the poor tutorials and an interface that didn't show up the stat changes, not the fault of the optimal level system itself.
