The fact remains that you are making assumptions based on nothing more than a musing. Even if the PS3 had never been considered for this game its design would still have been the same.

It has always been said by the development that they will drop the PS3 when it makes something they want to do impossible without severe differences in experience. It's apparent that not being able to see as many models or have a smaller view distance (or whatever other mostly graphical issues there are that are really different between the PS3 and PS4/PC) is not a strong enough argument, just yet, to warrant cancelling the support for the game.

It's also apparent that the development will do what they can to try to put in features across all platforms. Look at the TP bars that were added - the PC and PS4 could have handled this with numbers and still have the party bonus bar on screen but we all have the same result because the PS3's memory is not high enough to support it all. Not having numbers and not seeing that bonuses bar is not a big enough problem (it's not at all, personally speaking) to simply say that the PS3 has held anything back here, despite it being the PS3s fault that this is the solution.

tl;dr The PS3 will be dropped when it becomes impossible, without reasonable compromise, to add in a feature or system to the game that the development wants to put in. Either that, or the player base playing exclusively on the PS3 becomes so small that it is no longer worth the cost of supporting. We'd probably see the former reason first, though.
