When the largest healer population is WHM and job-stacking on healers is considered a sin/suboptimal, it is only natural people expect AST to be able to fit the SCH role. Besides, Eos does a pretty good job making up most of the difference in healing between WHM and SCH should a SCH fill the main-heal position.
On top of that, there's plenty sectless stuff that sets AST apart from both WHM and SCH and SE is the one that shoehorned the sect system into this. They can't really buff identity spells for Noct's sake since it would make Diurnal OP. Of course the idea of being able to replace either healer will float around. The people are merely dancing on the beat SE sets while still looking for a way to make it more enjoyable for everyone, which logically means Noct-specific stuff is to be buffed or AST is to be redesigned as a whole.
