While I'm sure this is part of the consideration, personally I can't really hold it against them given that you can have every job on one character and both World and DC travel to join groups. When I create alts in other games, it's entirely because that's the only way to level up other classes. It doesn't even become a factor in FFXIV.

Playing the story again from the start, fighting your way through the duties at the intended level and on a specific class isn't the same as going back to NG+ when you've already done everything, the class you're doing it as is in shiny Savage gear and looks and feels completely overpowered compared to the quests. Nor do you get a different character with a different race, name, gender and look for it, you'd have to Fantasia/ name change.
Seeing as the story is a big part of FFXIV it shouldn't come as a surprise that people give it more importance in terms of RP and want their character to match their current vision of what they're playing the story as. I know that some people enjoy making a whole group of little WoLs they gradually send through the story and have completely different head canon for each of them. NG+ doesn't deliver here not does playing all classes on one character. And some people simply enjoy leveling classes for the sake of levelling them or taking care of a character from scratch.
But they're still facing limitations like not being able to access their main's house, not being able to mail their other characters, not using mounts/ outfits they have acquired for real money and so on.
