The DF could just deny queuing unless we have the vouchers in our inventory. It already does things like this, like denying queuing based on level/class/unlock status etc. It would be just another check.

You need an airship to get there.
But I find it better if we can queue to Diadem also from the other airports, not only from the Ishgard airport or the FC airship garage.

It requires a voucher to queue for it, unlike the rest of DF.

We needed an airship to get to Praetorium, the Howling Eye, and probably some other places I'm not remembering too, so what's your point?You need an airship to get there.
They eventually realized needing to bring a full party to Coerthas Central or East Thanalan was a pain for the chimera/hydra fights, so ideally they would realize the same thing for Diadem and make it freely queueable. Hardly the biggest problem that plagues Diadem right now, but you know, baby steps...
but for new players and for future content.............the game is only going to get bigger............and going this place to that place over the years will be very confusing to many new players.
This change will is more a QoL and better long term.
Or represents an opportunity for the team to use it's content to introduce players to the world and places gradually and naturally.
