Is this part a reference to the Free Trial? There is an actual Free Trial for players who have not purchased the game. It lasts 14 days and has a lot of restrictions on what you can do. (I'm assuming world transfers would fall into the micro-transactions limitation of that trial.)

The 30 days that come with purchase of the game are sometimes referred to as a free period, but it is in fact a full featured subscription to the game with all the same privileges that you extend to longer periods by paying additional subscription fees. If your GF has a purchased/registered copy of the game, she should be able to make a character on another world and transfer it to Balmung after 3 days. She just needs to meet the eligibility requirements listed here:
