Titles on Mog Station

maybe have it so you can only buy the title if you have completed the event on a character on the account previously or just have it so event titles are shared on the entire account

No, because for 1 simple reason.
Titles from Mogstation will have no value or any meaning. If you want a title, then it's better to include them in the item sets/bundles or something. (still zero value for that title, unless it's sounds funny or something)

No thanks, titles are tied to achievements so they are actually earned.
Back when ARR released, they did discuss achievement points being used for rewards at some point. IDK if that is still planned.

As far as seasonal titles, just tie them to every corresponding annual event as already suggested.

Yes exactly. It was a fun way to show off you did something yet doesn't give you any type of advantage in things ingame. It was the most harmless way to allow someone a modicum of bragging rights.
