The moment people submitted their work to Square Enix they lost ownership of it, even those not implemented, they have the right to do whatever they want, so they can modify this hair to add bangs if this request is popular enough.

Personally, I really wish there was a version of that hairstyle without the flower. I would much prefer it where the pony tail is held together by actual hair (similar to the other high/long ponytail we have) instead of a purple flower that barely goes with anything.

No not Lightning's hair. The only thing they have in common is the lock of hair on one side. Beyond that, there's nothing remotely similar between the two.
