Given SE's stance in FFXI I highly doubt that they will allow use of 3rd party tools and will actively pursue anyone using them. Also I do believe that it states in int EULA for FFXIV that they will not be allowed either.

-As this guy states below, they banned accounts in xi when they found 3rd party software used. Not just speed manipulation, even something as small as a distance to target add-on. Several old friends were banned.
Just like Benediction said, Yoshida said in an interview down the road he plans on making the game able to use 3rd party addons for UI and whatnot, my guess is they will build a script and allow players to download it and it will act like the old FFXI windower with some special modifications.3 main points...

I'm not saying it is impossible, or will never happen.
