More often the other way around.

If I am EU, got a "normal" schedule (working during daytime or studying), then most of my time spent online will be after 6PM during weekdays. And in that case, I do want to play on a localized server so I am certain to find enough activity during that timeframe.

So yeah someone working during the night may want to join an international server so he can find players at any time. But that's a minority. For the vast majority of players, no one is playing between 2AM and 4PM (during the week). And if someone happen to be able to log on during the day (holiday, day off, etc.), he can still solo some stuff until everyone else gets online. (craft etc.)

Having the choice between both localized and international servers is just fine. It still grant the possibility of someone who work during the night or with shifts that always change to join an international server

As for the PvP and latency issue, indeed. We couldn't really feel it on XI because everything is really slow and PvP was meaningless. But if XIV PvP is competitive, then there is no way for NA players to compete against JP. And it's even worse for EU...
