But is he sentient in this game? From what I remember and correct me if I'm wrong, the goblins just made a giant fortress for themselves that's named after a series mainstay primal.

But is he sentient in this game? From what I remember and correct me if I'm wrong, the goblins just made a giant fortress for themselves that's named after a series mainstay primal.
It's more like this:
1. Sharlayans had this idealistic concept of some kind of library they could live and travel around the world inside, gathering and storing all kinds of knowlege. They call it "Alexander".
2. The Illuminati come across this concept and take the shortcut of making it a reality via Primal summoning.
3. As a result the Goblin's version needs aether to function, which makes it a threat to the realm. An issue the Goblins don't care about since their mentality is only the worthy (i.e. themselves) deserve to be around to hoard all the world's knowledge anyway.
So Alex isn't really self-aware. For all intents and purposes, it's just a machine summoned in the image of the Goblins desires.
