    Personally I like this idea the most. At worst, a person who is targeted for trolling will only be able to not use /tell or /shout for a short while. An investigator would immediately notice that this person isn't actually doing anything wrong. Meanwhile, the annoying /tells and /shouts would have no reason to say anything, unless they want to get banned.

    At the very least, the spam will go down. Reports and bans might go down as well, but at least the spam will go down with it.

    Reports would actually go up. But on the mod who loos at them they would be grouped by offense (particular chat message/offender/time window offended). Even if they had sent tells where, obviously one message would get only one report, same person getting as many reports within a minute as they can send tells, should cause alert enough. If the right-click action would be "report and blacklist" I could send a report with the same effort I now do for blacklisting. Couple this with automatically removing deleted accounts from blacklist and the spam situation should start resolving itself. The quick autosilence would increase the quality for everyone, and the ease of reporting would increase the data they have to work with, as it's lowering the bar to actually report them.

    They need to do what they did in Final Fantasy XI online massive banns one a week. Final Fantasy XI online were banning 10,000-15,000 accounts per week. They had virtually eliminated RMT on that game now. The Deva Team need to go talk to the FFXI deva team to see what they have done,but in that game RMT has almost been virtually eliminated.

    Black list doesn't work anyway. It's incredibly rare I get a gil tell from the same person twice even if I don't blacklist them. which is why I stopped bothering.

    need to do something though, limit tells to people above a certain rank or ppl in your ls,fc or friendlist,
    or separate them so you can leave the chimes on for people you know and turn them off for people you don't then you could just dump them in another chat window.

    auto filter out tells with any kind of website reference from accounts under a specified level perhaps.

    or maybe even a basic tell counter, track how many tells a person sends in x time and mute / flag them after x number per minute or something till a gm investigates
