I deleted the game from my ps4, reinstall, then when it was downloading it was :2015.12.09.0000.0001, but when its done downloading it came back to 2015.12.09.0000.0000, so there is an issue updating that version. i don't think the ISP blocked anything.
My FC mate play on ps4 too and still able to log in, I asked him to screenshot the version on ps4, the numbers were 2015.12.09.0000.0000...He live in Saudi Arabia.
