im not sure if u have seen it , but someone posted this on reddit :

THIS IS ONLY FOR THE PEOPLE FROM THE UAE

Yo heres a tip,

1] use du line[if u dont have a simcard just buy one its cheap]

2]use hotspot on ur phone to connect the ps4

3] then it will open normally press play

4] when you reach the menu to start to login ur server,[press the ps4 middle button and connect back to ur etisalat network] (make sure to see that it is all connected properly)

5] go back to the ffxiv menu press start and play with ur chara on ps4 with etisalat network.

I know it is really pain in the ass, but thats the only way to play for now. Plus you have to use the hotspot each time you want to log in or u just keep ur ps4 on if you normally do that.

Tip; Du has a very good daily package 3drs a day, here how you apply it, call { * 135 * 244 # }

I've been doing this with my friend, because we know Etisalat will take ages, enjoy.

I would try it out but, I had to re-install the game and now need to download like 50gbs ; ;

I just tried to just complete the version check with Du mobile data then switch back to Etisalat connection...its still "preparing first-time setup" even tho I changed connections!

just like khemorex said, follow these steps.

1- Get a Du sim card with data service on it
2- open hotspot
3- connect your ps4 on it
4a- log in and wait till you reach the main menu then switch back to your normal internet connection.
4b- if you had to re-install(just like me), log in and you will get a download bar.
as soon as you get it, wait for it to reach like 1% then disconnect your hotspot connection and go back to your normal internet connection. (it should work for you)

It worked for me, now on setup stage. Worriors of light, I guess we are back in business!
