It's a difficult question to quantify because all the cards outside of Balance and Arrow indirectly affect the DPS of their targets and/or the raid in some capacity. For Example, Bole reduces healing requirement on the tank temporarily and thus potentially increasing raid DPS via more healer DPS up time, Ewer giving higher Foe Requiem up time for magical DPS, Spear allowing specific oGCD abilities/buffs to come off CD faster, etc etc.
Quantifying these all depend on the timing of application from the AST, the fight they're participating in, and the skill level of the target (s) being affected by the card. For example, Spear might reduce the recast of Jump / Ninjutsu but the Oppessors in A1S are jumping by the time they get off the new recast, effectively nullifying the DPS contribution of Spear.
A very simple to math that is easy to quantify and also the best case scenario, but also extremely unlikely, is having expanded Balance every minute (one Royal Road + one Balance Draw) and using Celestial Opposition on said buffs every other time it occurs. This grants a raid DPS increase of approximately 2.71%.
Math: [(1.05)*(65s) + (1.00)*(55s)] / 120s = 2.71%
One can imagine any other combination of cards would contribute less than this value outside of a few select circumstances.
