Despite people constantly bemoaning this evil conspiracy narrative, Square has yet to actually do it. The Cash Shop has primarily been a dumping ground for old seasonal events. The only exception is non-canon cosplay outfits and Sleipnir. Mayhaps we should wait to see if they ever actually exploit the Cash Shop before presuming they will? It's been over a year with no evil plans underway.Whenever something new comes out elsewhere, or us hinted at somewhere the cry is GIVE ME NOW FOR MONEY! Nobody steps back and thinks "Hmm, maybe we'll get this in the future as part of the game". The result was the Cash Shop & a lack of incentive to come up with better in-game content.
The reason we get pretty crap gear for events nowadays is because SE know they can charge for "better" gear & that there's no point trying to keep people waiting, excited about the new items they've seen, because the result is endless demands that planned future content is introduced NOW! The only way to do that for something originally planned as event gear is to put it in the Cash Shop. For all we know, these items could be future event items or veteran rewards; getting them now means something will have to be rushed in to take their place. Less time means less innovation.

It baffles me that so many people are troubled by cash shop items. How does it really affect your personal game play? Is it envy, or do people enjoy lording unattainable items over others? I'm betting its the latter.
Considering, in the past, we got the option to buy old seasonal event gear in game when the next season's event occurred it's quite clear they are exploiting it. Same with new mounts (there's at least 3 I know of), it would have been normal to get Sleipnir from the Odin Primal fight, like the other primal fights, except they made the fight easier & gave out glamour gear only, no rare drop. Specialist dyes, which were always rare drops from ventures became pay-only. Minion sets, that were being distributed via in-game events stopped half way through & transferred to cash shop.
Stop being blinkered by the game heritage, SE know fine well that they can make money from the cash shop & are doing so.
I am troubled by the way people want things to be cash shop only & not available without paying extra for something that already exists. I see no reason why all old season gear, or dyed versions of existing items, should not be available to *everyone* from a vendor. It's the exact OPPOSITE to the reasons you give, I believe everyone has the right to play with everything they've paid for.
Why should someone who spent Halloween in hospital not have the items without paying extra? Or why someone just joining now shouldn't have Christmas items? They paid for the game & the content therein. Veteran rewards were supposed to be the only "rare because you were there" rewards in ARR+.
The dress is way too similar to the Thavnarian gear, which is just meh at best, so Im not bothered we don't have it..but for those that do like it, it never hurts to ask!

Actually the Metallic dyes in cash shop were originally cash shop only - THEN they made it possible to get a tradeable version in game from ventures. The non-tradeable versions are Cash shop only still.

I concur with this. I really want a chinese dress. I was actually wondering if there was one when I was new to the game, didn't see any and was disappointed. Please don't disappoint me again!
