You would be correct. As of yet, SE has made no announcements about trying to resolve the issue of Q times. To be perfectly honest, I think they're waiting it out.

Most likely, SE won't be implementing any changes to the FL game modes during the first Season period of Feast. They probably don't want to create any competition between the game modes and will want as many people playing Feast as possible. They also are (probably) expecting the problem to simply go away for a short time while people get wrapped up in the new mode. Given that most PvP'ers are expected to play feast for a good long while after it's release (especially anyone aiming for Diamond Rank), they are (probably) banking on the Q times issue of FL to get discretely swept under the rug.

That said, FL and Feast are not the same kinds of game modes, and people will, most certainly, still want to play Seize. I fully expect the Q issue to continue (and actually get worse). SE will have to do something about it in the future.

If I were to speculate on it, I would say that by the second season of Feast, SE will have to increase the level cap of Secure and Slaughter to 60 and include them in the roulette. That will help a little. The ideal situation is for SE to cast off their stupid GC lore as well, but they have been exceptionally stubborn on that topic. Again, I don't expect any changes to happen when Feast is released though. They'll want to focus on making sure that it is successful and works (expect maintenance patches to follow), before they do anything for the old ones.
