However, this message seems to always appear, even if the target has less than max HP when the spell is cast.

Yeah, our QA team caught this as well, but unfortunately it was too late to get the fix into the last patch. The pooch-screwing causing this bug took place on the dev side, and is occurring in all languages. So perhaps you can take some small comfort in the fact that everyone's logs are being spammed until the next patch, when the fix goes live.
