Howling Eye hard initiating quest unavailable -- main story line

Malboro server.

I have finished Bowl of Embers hard, and I'm up to the "Good Intentions" quest in the main story line, which requires Howling Eye hard, followed by Navel hard. The problem is that neither Papalymo -- Waking Sands or Mordhona -- has the HE/H initiating quest to give. No other NPC at either location has a relevant quest to give.

I did this sequence with a completely different character about a year ago, and at this point, Papalymo/Waking Sands had the quest. Researching the problem online confirms this -- videos and descriptions indicate the quest giver is Papalymo . Either a bug, or a sequence change in a later patch, I guess -- but if the latter, I've found no indication of what to do anywhere in game or online. What to do?

I am probably wrong as it was an age since I last did it but should definitely be Papalymo at the Waking Sands side room. After you complete Ifrit you go back to Papa for the next quest. You did get the drop from Ifrit HM didn't you? That is the trigger to make the next quest available.
