Is Ravana now FF canon ?

Being a huge fan of Ivalice and Vagrant Story, is SE now officially making Ravana/VS mobs part of the FF universe ?

If I recall yaz originally claimed that VS was not part of FF ( even though there was plenty of FF items and other tidbits ), later on it would seem he went back on this and claimed that it suddenly does take place in Ivalice, and that VS takes place way into the future ( sorta being FF 12-3 )where moogles are dead and so on.

Has SE ( I don't think it's in the ultimania for VS ) officially said anything since those days ? I'm guessing because she is now in XIV that she is technically part of FF universe and that so is VS and Ivalice all linked together ?

Side note has anyone noticed the empire, the costumes ( same guy as VS/FF 12 ) very similiar to Ivalice just dif story and names ? I'm guessing Yoshi has the power to make this so even though it's Yaz creation ?
