Dropping support just means not releasing expansions for it. But the base game itself, ARR, is released for PS3, so all characters and gear that can exist within ARR areas will always need to be PS3 compatible. It's only features that could be limited to new expansion regions only that would be able to drop support for older systems.
To do that they simply need to provide the PS3 client with all the scaled back textures and such for the character gear. There is no reason that support for PS3 in existing zones would be discontinued, however I could see SE making it so that all 4.0+ areas are off limits to PS3 players.
