So I've been getting bored of my current server, and I've been wondering what a good server would be? I want to get back into raiding with the new tiers in 3.2, but my current server has effectively 0 raid statics.

Don't transfer to try and jump into raiding without raid experience. Everyone who hopped into the big "raid" servers without any experience are just sitting there and complaining because no raid group will take them in.
My advice is to either try and start a static yourself to get some experience before you spend anything or find a group on a server that is willing to take someone in who has no experience in Savage. A lot of players think that some of the servers out there are the promised land where everyone does everything. They're not. If you're bored now, you'll likely be bored there.

Yep even on servers like Gilgamesh if you don't have prior connections it's actually not easy to find a (good) static.
Especially with the current state of raiding/game.
But once 3.2 hits and a new raid tier comes out Gilgamesh does tend to have a lot of statics that need replacements and there tend to be quite a few new statics popping up.
So if you'r certain about transferring anyway then you can try Gilga.
Excalibooty is good if you like raids
You'll get various recommendations for X server for Y reason, but in general you'll want a fairly large population server if you plan on getting into raiding. (e.g. Sargatanas, Excalibur, Gilgamesh, Hyperion, Behemoth...etc.)
