I'm more surprised that people are surprised the devs are recycling models/animations/rigs. It's like as if they hadn't done that sort of thing in any past Final Fantasy game. NEVER!
They recycled enemy sprites very rarely in other Final Fantasy games. No one said they never did it nor are "surprised" as you put it, dunno where you're getting that from.
I can guarantee a game like Final Fantasy VI recycled very little from V and had more original enemies in that game than XIV ever has.
I thought Square Enix production values on Final Fantasy games are big budget projects.
Not Compile Heart type games.

That's...not what I was referring to. Square recycles assets within each game all the time, not from other games. Enemies are going to be recycled in some form (and it's fun to see which ones reuses what elements) simply because it saves on time and costs rather than needing to spend more money on a new model/rig/animations.
