    It's a lingering plot point from Version 1. Garlemald associates the primals with the beast tribes, primarily. They even offered to spare the city-states if they accepted imperial rule and took up arms against the tribes. Associating primals with the civilized races means to them that everyone in Eorzea is better swept under the genocide umbrella than not. In Version 1, people who had the Echo were given such a status by the Empire, because those who could speak the beastmen tongues were lumped in with them. Seeing a member of the civilized races summon a primal - not to mention summon it into themselves and control it - likely chances the Garlean perspective at least a liiittle.

    But you are correct about Regula. We saw him right after the Shiva incident and he didn't seem to think this revelation was worth prioritizing.
